Luca Bertalot is Secretary General of the European Mortgage Federation - European Covered Bond Council (EMF-ECBC), representing the interests of EU mortgage lenders and the covered bond community in discussions with the European Institutions and stakeholders in general on all issues relating to the retail and funding sides of the mortgage business. Established in 1967, the EMF is the voice of the European mortgage industry, providing data and information on European mortgage markets, which were worth over €7.6 trillion at the end of 2019 (EU27 + UK). In 2004 the EMF founded the ECBC, a platform that brings together covered bond market participants including issuers, analysts, investment bankers, rating agencies and a wide range of interested stakeholders. ECBC members represent over 95% of covered bonds outstanding, which were worth over €2.7 trillion at the end of 2019.
In his capacity as EMF-ECBC Secretary General, Luca is also Consortium Coordinator for the Energy Efficient Mortgages Initiative (EEMI). In addition, Luca is a member of the European Commission’s Sustainable Energy Investment (SEI) Forum’s Advisory Group and the Advisory Board of the Ca’ Foscari University of Venice’s Economics Department.
Luca joined the EMF-ECBC in 2006, becoming Head of the ECBC in 2007 and was appointed Secretary General in 2014. Prior to this, he worked as a financial analyst in Italy and Australia. Luca holds a degree in Economics and Financial Markets from the University of Rome, Tor Vergata. He also studied at the University of Mannheim, Germany, and at the Wharton School - University of Pennsylvania, in the United States.

Niels Jonker: Head of Portfolio management Retail
Niels Jonker is working for over a decade in the financial industry. With a broad experience in financial structuring, acquisition finance and NL mortgages. Since 2019 he specializes in Mortgages, leading the Portfolio management department and being a board member of Vista (a challenger brand in the Dutch mortgage market). He completed his Bachelor and Masters in Econometrics at the University of Amsterdam (2008)

Pierre is responsible for Bayview’s European business and business development. He has 15 years of NPL experience and held positions at Lehman Brothers and TPG Credit.
Education: MBA from INSEAD and MSc from Babson College

Before joining Grand City Mr. Windfuhr served as CEO of Maritim Hotels with 40 hotels inside and outside Germany. Prior to this he served as CEO of Mövenpick hotels, where he achieved the financial turnaround of the company, drove international expansion, publicly listed the company, and worked out a strategic partnership with Kingdom Holding (HRH Prince Alwaleed) and JP Morgan. He also served as Director of TUI, Europe’s largest tour operator. He served in high positions in Holiday Inn, Kempinski, and Southern Sun. Mr. Windfuhr graduated at Cornell University, USA.


Lucian Cook is one of the country’s most authoritative housing market commentators, having been a director in Savills much-respected research team since 2007. As an industry figurehead he regularly presents on the UK housing markets and frequently appears on radio and television. At Savills he leads a team of 36 highly respected researchers. Collectively they cover everything from social housing to the prime markets of central London and development land to residential investment.

During his career Andy has lent over £300bn to new mortgage customers and had responsibility for some of UK and Europe’s largest mortgage portfolios. For the last seven years Andy has worked for Lloyds Banking Group where he has spent much of his time reshaping the LBG mortgage book and ensuring brands such as Halifax Intermediary, BM Solutions and SWB have regained and maintained market leading positions. He has advised two Prime Ministers on UK housing issues and was instrumental in launching HTB to UK consumers whilst becoming the most quoted industry commentator in UK banking. In 2015 Andy was appointed as the Chief Executive Officer of the Housing Growth Partnership. The Partnership is a joint venture between LBG and the UK Government and has become one of the fastest growing direct contributors to UK housing.

Lindsay joined the Resolution Foundation in February 2016 as a Senior Research and Policy Analyst. She previously worked at Child Poverty Action Group, the World Bank and Oxfam where she developed policies to assist those on low incomes as well as researched the politics of poverty reduction. She leads on housing and agency workers.
